The MON has dejected reports that there have been deficiencies in the selection of materials in the construction of hangars.
A fewer weeks ago, MP Michał Jach (Law and Justice) addressed a national defence minister with an interview in which he presented suspicions that there were irregularities in the construction of infrastructure in Poland for F-35 aircraft, in peculiar with respect to the quality of the workmanship and the materials used. The politician asked a series of questions concerning, among others, the control of the process of building airport infrastructure, possible deficiencies and possible risks to the operation of the F-35 as a consequence of the change in the insulation material of hangars. The case concerns investment in 32 Tactical Aviation Base in Grace (32 BLT) and 21th Tactical Aviation Base in Swidwin (21 BLT).
Responses to the appeal were given by Deputy Minister of Defence Paweł Bejda, who stressed that MON is monitoring the preparation of infrastructure intended to adopt fresh generation F-35 aircraft in the armed forces. He reported that the construction works at 32 Base were completed, and the fresh infrastructure that arose there was prepared and received in accordance with applicable requirements and procedures. All essential method receptions were positive. In Łask a modern region for the F-35 was created, where there are, among others, giant maintenance hangars and parking hangars as well as a safe operating centre.
On the another hand, construction works are ongoing at the military airport in Świdwin and the implementation of investment projects is carried out under the constant supervision of the applicable organizational cells and entities active in the construction process. Paweł Bejda added that the full process takes place in agreement with representatives of the American side.
The Deputy Minister informed that the change in the insulation material of the hangars, which Mr Jah referred to in his interview, was dictated by the decision of the designer, AMW Invest. This change afraid only 1 layer of the level alternatively than a critical element. Paweł Bejda explained that any analysis of the insulation material in question, including the calculation of the required surface burden capacity, was carried out by the designer in compliance with the recommendations of the aircraft maker F-35.
The Deputy manager of the MON besides pointed out that these recommendations do not specify the level layers, but its burden capacity, and so the change was made in compliance with the requirements Lockheed Martin for burden capacity. However, another changes did not require specified confirmations from the aircraft maker F-35.
In consequence to Mr Jah's question, ‘was the decision to choose cheaper material not simply motivated by a simplification in investment costs, without any safety criteria?’ Paweł Bejda explained that in the course of the investment the technology of execution and compliance with the requirements of the F-35 aircraft maker was taken into account first. The Deputy Minister pointed out that all the materials utilized to build the infrastructure for the F-35 had certificates and permits for usage in construction and, in addition, (in accordance with contract requirements) came from NATO associate States.
In consequence to the parliamentary interpellation, the calculation of the savings resulting from the usage of XPS material alternatively of Foamglas was besides presented. full savings on parking hangars amounted to about PLN 1.64 million net, and on the maintenance hangar approx. PLN 916 1000 net. "The infrastructure prepared and put into service meets the requirements for F-35 aircraft, which was confirmed by the commissions at the time of the final reception," signed Deputy Minister Paweł Bejda.
