PFN inactive exists and millions of state-owned companies are inactive coming to it. Why?

Although 2 years have passed since the change of power in Poland, 1 of the most controversial initiatives of the Government of Law and Justice inactive exists. Why do millions of companies with the State Treasury inactive visit the Polish National Foundation?
