The proposal assumes that specified families could not pay PIT, i.e. individual income tax, provided that the yearly gross income of each parent would not exceed PLN 140 thousand.

According to the author, the bill has ensure the continuity of generations, the restoration of demographic possible and the strengthening of the social foundations of the Republic of Poland. The goal is so identical as in the Act of 800 plus – improving fertility. The problem is that firstly – 800 plus did not origin any extraordinary birth growth, so doubtful that PIT 0 would do so. Secondly, the relief of the President's thought will relieve fewer Poles, actually a strong minority, the wealthier ones, for whom money is not adequate motivation to reproduce. On relief, wealthy families would gain an average of PLN 1080 per month, and the least earning... PLN 6. specified a generous and unjust strategy is nowhere in Europe (...). Nor is it clear what the incentives for having more children would be, since PIT 0... is already given to two? With the 3rd child, the relief would not be greater, the taxation is not paid anyway.

Neither farmers will benefit from the bill, due to the fact that PIT pays neither tiny entrepreneurs. A confirmation of the fact that the PIT 0 proposal is addressed to richer and sympathetic voters with the Confederation is that fresh reliefs would besides apply to entrepreneurs who chose a 19% linear PIT. Statistical data show that only those owners of companies or self-employed people who pay for this, and thus gain the best – much more than those who pay 32 percent on a contract. The economist, Dr Jacek Tomkiewicz, claims that more than half of taxpayers in Poland will not make adequate money to benefit from the bill.

Nawrocki signed his task solemnly, in Kolbuszowa, where he was widely voted for in the election. His initiative was greeted by cheers and applause. But he did not tell them that these reliefs were not addressed to them.
