• In fresh days, another and at the same time the last gathering of the Intergovernmental Negotiation Body (INB) took place, a peculiar body which is liable for drafting the text of the alleged pandemic treaty within the framework of the planet wellness Organisation.
• This was the first gathering of this body held without a typical of the United States, which in January, under the executive regulation of president Donald Trump, decided to retreat from the planet wellness Organization.
• According to the information provided by the WHO, the draft pandemic treaty contains provisions on, inter alia, setting up a strategy of access to pathogens, building geographically diverse R & D capacities, and facilitating the transfer of technology and related knowledge.
• The draft treaty is to be ready for the 78th session of the planet wellness Assembly, which will be held from 19 to 27 May. It will be up to this body to decide whether the task becomes an global agreement.
From 7 to 12 and 15 April 13th gathering of the Intergovernmental Negotiating Body (Intergovernmental Negotiating Body), i.e. the body liable for preparing the draft text of the pandemic treaty. This global agreement aims to make a global strategy of preparedness, prevention and prevention of the spread of infectious diseases. The April gathering was an extended and resumed session of the INB gathering held from 17 to 21 February. This was the first gathering of this body without the engagement of a US delegate. However, the final decision to be bound by the provisions of the future treaty will be the work of the WHO associate States, which will be able to ratify it under the arrangements laid down by their constitutions.
In beginning the resumed gathering of INB, WHO's CEO, Dr. Tedros Adhanom Ghebreyesus pointed out the dangers of global pandemics.
– A pandemic can kill more people and origin greater social and economical disruption than war. It is estimated that planet War I killed between 15 and 22 million people, while the flu pandemic in 1918 consumed about 50 million victims, or more than twice as many. That is why we are talking about wellness security, due to the fact that wellness is simply a safety issue,” he stressed.
According to the general information provided by the WHO, the proposals contained in the draft text of the Treaty concern, inter alia, the establishment of a strategy of access to pathogens, the building of geographically diverse R & D capacities, or the facilitation of the transfer of technology and related cognition needed for the production of pandemic-related wellness products (e.g. vaccines). In addition, provision was made for mobilising a qualified, trained and multidisciplinary national and global workforce in emergency health, establishing a coordinating financial mechanics and creating a global supply chain and logistics network. The draft of this global agreement has not yet been published.
The communication on the WHO website indicatesthat the draft treaty confirms the sovereignty of countries in addressing public wellness issues within their borders and that no of the provisions of the draft agreement can be interpreted as giving the planet wellness Organisation any power to direct, order, amend or specify national government and policies concerning, inter alia, vaccination.
Malebona Precious Matsoso, co-president of INB, expressed her satisfaction with the April meeting.
– I am delighted by the unification of countries, from all regions of the planet around the proposal to increase justice, and thus to defend future generations from the suffering and failure we suffered during the COVID-19 pandemic. Negotiations were sometimes hard and chronic. But this large effort has been sustained by the common knowing that viruses do not respect borders, that no 1 is safe from the pandemic until everyone is safe, and collective wellness safety is the aspiration that we profoundly believe and want to strengthen," the pharmacist from South Africa stressed.
The second co-chair of INB, Anne-Claire Amprou, stressed the importance of the draft treaty to strengthen the global wellness safety architecture.
– By drafting this historical agreement, countries around the planet have demonstrated their common commitment to preventing and protecting everyone, everywhere, from future pandemic threats. (...) This historical agreement for wellness security, justice and global solidarity, stressed the typical of France.
– The nations of the planet present made past in Geneva. By reaching a consensus on the pandemic treaty, not only have they implemented an agreement for generations to make the planet safer, but they have besides shown that multilateralism is alive and well, and that in our divided planet the nations can proceed to cooperate to find a common plane and a common consequence to common threats," said WHO manager General.
– Commenting on the completion of the first phase of the work on the pandemic treaty, due to the fact that that is what the finalisation of the INB mission can be called, it is worth noting any crucial issues. First of all, it should be noted that the WHO has not yet published the authoritative draft global agreement. However, it is only this paper that can service as the basis for an overall assessment of over 3 years of the Intergovernmental Negotiation Body's work. At the same time, it must be pointed out that the further decision concerns the draft global agreement depends on the planet wellness Assembly, which will be sitting on this issue from 19 to 27 May in Geneva. Given the hold in the work on the Treaty, the pressures of the medical community and the efforts of the WHO countries, it is highly likely that the planet wellness Assembly will adopt the proposed proposal, possibly by making its amendments. However, the final decision to follow the provisions of the most likely future pandemic treaty will belong to the sovereign parliaments of the WHO associate States, which will gotta give their consent under the basic laws.
