Sikorski, Tusk and Duda are silent or key
Dr Janusz Sibora, a historian of diplomacy, reminds us that we have 3 centres of power in Poland that are entitled to talk in the field of abroad policy. This is the abroad Minister, the Prime Minister and the President.
At the moment, it's hard to require anything from president Duda. On his way back from Singapore, he's stuck in Asia through closed airspace. Furthermore, Minister Sikorski powerfully stresses that abroad policy is being pursued by the government, and the president is given at most guidance on how to talk during abroad visits. So work falls on the government.
– My inadequacy and any embarrassment or concern is caused by the fact that yesterday Minister Sikorski did not speak, did not take a position on this conflict. All we heard was that he had contacted our facilities in Tehran and Tel Aviv and informed us that this is an area where you should not travel today. It was only a standard information about the situation that belongs to the method of diplomatic work – Dr. Sibora tells us.
Also the Prime Minister (while visiting the ammunition factory) expressed his opinion in the manner Dr. Sibora calls "divorced". Donald Tusk fundamentally said that there is tension in the mediate East today.
– That's what we know. Anyone who turns on or any media knows. This is not what we anticipate from the Prime Minister and hence my concern. As citizens, in this very hard situation, we should be informed of the position of the government. First of all, I anticipate this from the Prime Minister and the Minister of abroad Affairs – he explains.
On page X, Prime Minister Tusk wrote: "The confrontation between Israel and Iran is moving towards a regular war in a region that can destabilise the full world. We haven't been this close to a global conflict since planet War II. Europe and the US must unite their efforts to halt further escalation. It's inactive not besides late!"
What was Tusk about?
Dr. Sibor's statements are critical.
– First we have the emotional part with the memory of planet War II. In the second item I was afraid about the incorrectly edited part where the Prime Minister says that he calls for or refers to the United States and Europe. I do not know if he means the European Union or the alleged European Four? There is no mention to NATO," he points out.
So what should be included in the Prime Minister's statements?
– I don't think there's an opinion on global law. It should be addressed and asked whether they are inactive functioning or not. Many UN diplomats and elder officials have stressed, for example, the head of the global Atomic Energy Agency or the head of the UN, the violation of global law. They said it was an attack that violates global law, violates the sovereignty of the state – he explains.
– I'd like to ask our authorities if we're on someone's side? On whose side? Do we support Israel’s actions or condemn it? I think there is no specified diplomatic finesse here, specified a more developed, developed statement. We have many examples of heads of another states that could separate the criticism of Hamas, the criticism of terrorism, the right of Israel to defend, but at the same time condemn Israel for what is happening in Gaza," says the historian of diplomacy.
– I wouldn't make a good assessment of our diplomacy. It seems to me that the assessment of the functioning of our Ministry of abroad Affairs under the direction of the current minister is inflated. In politics concerning Israel, the mediate East, Gaza, Minister Sikorski repeatedly either did not hold a position or avoided it," he added.
"The ostrich diplomacy" of the Polish government
Dr Janusz Sibora points out that yesterday we had a very short and laconic message from the Deputy Minister of abroad Affairs. Before the MFA building, she said that we are supporters of deescalation and that solutions are needed in accordance with global law.
– In the context of specified an crucial conflict, which may straight affect us in various dimensions, we are dealing with specified a "strus of diplomacy" of hiding our heads in the sand. And it is in the situation, and here I agree with the Prime Minister, who is indeed dramatic, but needs to take a position – he says.
For example, the Minister of abroad Affairs of Japan did not have specified a problem. He condemned Israel for violating global law.
– I realize Turkish statements, or Saudi Arabia's statements, which are in a akin or more decisive spirit. They are more motivated by the political situation. Or the statements of French representatives who go the another way. The French Diplomacy, possibly even British, allowed Israel to defend itself, justified this attack. We have specified a vague notion of preventive war, that is simply a very complex concept. However, the United Nations Charter explicitly excludes Israel’s conduct. From the point of view of global law, no serious lawyer who deals with global law has any doubts about this," he concludes.
