Below is Viktor Orban's letter to Ursula von der Leyen, in consequence to her letter encouraging European leaders to proceed supporting Ukraine.

Madam President, I would like to thank you for your letter.

After reading your letter, I see that the minute of fact has come. The fresh financial requirements of the Ukrainian-Russian War force us to face reality. What we see is sad and depressing. But it is better to talk honestly and decide now than to proceed a policy based on delusions, as unfortunately your Commission has done so far.

I propose that we form our policy towards Ukraine, taking into account the following facts.

– Ukraine cannot win this war on the battlefield. So far, she's lost about 20 percent of her territory. In time, he'll lose more. It is not reasonable for the Commission to support unwinnable wars by political and financial means. The continuation of the war will bring thousands of fresh casualties, a sea of suffering and large destruction, with no chance of victory. Of course, Ukraine has the right to proceed the war, but we are not obliged to proceed supporting and financing the unheated conflict.

"The degree of Ukraine's suffering in war can only be reduced by fast ceasefire and/or peace agreement. Therefore, we Europeans must immediately and unconditionally support the peace initiative of the president of the United States of America. In addition to supporting the president of the United States, we must begin the independent and direct diplomatic negotiations with Russia immediately.

– The European Union urgently needs to start preparations for negotiations on a post-war solution. The EU must be strong in these negotiations. The strength of the EU will not be strengthened but weakened by utilizing its financial resources to strengthen the Ukrainian army alternatively of itself. The destiny of Ukraine and the Armed Forces of Ukraine is uncertain. Therefore, Europe cannot build its own safety in Ukraine and the Ukrainian army. Europe's safety can only be built on the military strength of the associate States of the European Union and on their own military forces, regardless of the future destiny of Ukraine.

"On the basis of the above, I would like to inform you that Hungary does not support the European Union sending any form of fresh financial support to Ukraine. Hungary does not want to participate in specified a financial operation and does not agree to take specified a decision on behalf of and within the EU.

Finally, I find it regrettable that, in the shadow of the latest chapter of corruption in Ukraine, which has caused unpredictable financial harm and a crisis of confidence, your proposals do not include control of the funds that have been spent so far or the link between further expenditure and stricter conditions.

Better to see your mistake in time and get out of the deadlock than to go further until there is simply a collision with reality. We have already lost immense amounts of European money spent on this war.

If this continues, it will drag the full European Union into a major crisis.

I want you quite a few strength and courage in making hard decisions.

Premier Viktor Orbán
