Target strikes in Iran are led from the air and sea. Israel calls its strike a "preemptive" due to Iran's alleged return to the atomic program, despite attempts to contain it last year. While these claims are actual it is hard to justice now, Iran has never changed its rhetoric about the request to destruct Israel.
