
Poland is facing a increasing demographic crisis – the fertility rate in 2025 is projected to be only 1.03 children per woman, which is more than twice as low as the replacement level of generations (2.1 children per woman). Although this is an existential problem, which can lead in utmost cases to the “extermination” of Poles, it inactive does not attract much public attention. However, the media reports that something has yet moved – a task that could improve fertility in Poland, will be dealt with by the Parliamentary Committee on Petitions before the summer. Unfortunately, it will not be a "carrot", it will be a "kitch" – the proposal concerns the introduction of the alleged " bull" in Poland.
How can more children be born in Poland? In addition to proverbial “carrots”, the increase in the availability of housing for young people, social additives for families and all “pluses” is besides “kij”. It's a alleged "bovine" taxation on not having children. Even before the parliamentary holiday, the Committee on Petitions will deal with a request made by an anonymous citizen, who proposed to introduce “penalty” for childlessness in Poland.
In Poland, there is simply a pension scheme, which means that current pensions are financed by contributions from people who are active. The increase in the number of pensioners while fertility declines – i.e. the decreasing percent of people de facto financing pensions – will consequence in lower benefits or the payers will gotta pay even more to ZUS to keep them at the current level. Anonymous citizen who petitioned in the Sejm for “the bull” proposes to "save" the Social safety Office with higher burden on the childless. They would pay higher contributions as a kind of "punishment" for not giving birth to future contributors – children who would finance, among others, their own pensions.
According to the proposal, no children would pay a double pension contribution, But that's not all. They'd be loaded. also marriages with 1 kid who would pay 50% higher pension contributions. The work would apply to persons who 30 years old. The exception would be those whose kid died or paper that they endure from infertility.
"Children without children, without contributing to the future growth of taxpayers and contributions, naturally burden the strategy without compensating for this by participating in its future maintenance"
– justifies the author of the petition.
How much would a bull be? According to the ‘Fact’ calculations — people earning the alleged minimum domestic, or PLN 4666 gross, would pay a "childless tax" of PLN 455.40 in each salary. "Bunk" would increase as wages increase. For people earning PLN 10 1000 gross, this would be more than twice as much – PLN 976.
The Commission will vote on the draft petition next Tuesday.
