Next to F-16. Why does Ukraine request MiG-29 from Poland?

Prime Minister Donald Tusk said that Poland cannot simply "carry" on its MiG-29 fighters due to the fact that they are on work in Air Police missions. However, he did not regulation out the transfer of MiGs if NATO allies allowed Poland to replace them with another aircraft.
