On Monday, the decree of the Minister of Finance and Economy published on Saturday, which provides for a simplification in excise duties on fuel. Under the fresh regulations, by 15 April the excise work on petrol was set at PLN 1239 per 1000 litres. For diesel, it amounts to PLN 880 per 1000 litres, the same as for biocomponents utilized as spontaneous fuels. The Regulation was issued on the basis of an amendment to the Act on Excise Tax, which entered into force on Sunday. This amendment allowed for the temporary simplification of excise duties on fuels by regulation.
On Sunday too, the amendments to the rules on oil stocks, among others, began to apply. It introduced a mechanics for setting the maximum fuel price that can be applied at stations. Under the fresh rules, during the period of application of reduced VAT rates, fuel sellers will be required to offer them at a price not exceeding the fixed limit.
Maximum fuel price
As the Energy Minister Miłosz Motyka informed on Saturday, the announcement of maximum fuel prices is to be published at the earliest on Monday. However, the changes in the stations themselves can only be seen from Tuesday, for example due to the request for method adjustment of fiscal cash registers.
The fresh rules besides supply for sanctions for the sale of fuels above the maximum price set. For specified a violation, there will be a punishment of up to PLN 1 million, and supervision of compliance will be exercised by the National taxation Administration.
Windfall taxation tax
Prime Minister Donald Tusk stressed that the package referred to as CPN, i.e. Fuel prices lower, is intended to reduce prices at petrol stations. The head of government besides announced that if there were signs of excessive profits made by fuel companies, the government could claim a taxation on excess profits, or alleged windfall tax.
