A 28-point peace plan that president Volodymyr Zelenski received in Kiev from U.S. Army Secretary Daniel Driscoll on November 20, activated diplomatic activities around the end of the war in Ukraine. A private paper is likely to coincide with that previously revealed by American media. The most crucial of his records are unacceptable to Kiev, and at the same time they echo Russian demands. They caused outrage in Ukraine, but besides fear of blackmail from the United States.
