Through cooperation with the environment of people with disabilities and their families, the government has proposed fresh solutions to support this group. We want to introduce a support service for people with disabilities, regardless of age and income. It is up to PLN 3176.88 for those who have the top difficulties in independent operation. Care providers with disabilities will be able to make extra money to supply care. In 2023 we plan to allocate PLN 40.5 billion to support people with disabilities. This is over 2.5 times more than our predecessors in 2015. The fresh solutions are attached to the already existing strategy support, including care services, guardian benefits or subsidies to remuneration.
– We believe that the state must be solid and solid. It must be active and empathic. The state must empathize with the hard destiny of those who cannot only take care of themselves. Thus we build a model of the welfare state, a model of a socially delicate state – said the head of the Polish government.
We will introduce a fresh benefit, aimed straight at people with disabilities who have the top difficulty in their own functioning, which can be up to 200% of the social pension, or PLN 3177.

New disability support provision
We are allocating more and more resources for people with disabilities and their families – In 7 years, it is an increase of PLN 21.5 billion, which is almost 140%.
We perceive to the voice of the environment – in consequence to the needs of this group, we proposed a fresh solution: provision for persons with disabilities who have the top difficulty in their own functioning. Importantly, it will not be essential to get a fresh or amended ruling.
- Up to 200 percent of the social pension, i.e. PLN 3176.88, will be eligible for support.
This solution can be utilized by people with disabilities, regardless of age and income. Support will be provided independently of another forms of support – those who have the right to a social pension will inactive be able to collect it.
– The strength of the state is demonstrated by how he cares for the weakest. Since 2015, we have been striving for everyone in Poland, regardless of the degree of disability, to be able to full exercise their rights. We have a large thought of solidarity in practice. We are implementing the policy of empowering people with disabilities, due to the fact that each of us defines humanity first and foremost, not whether individual has any disabilities or not," said Prime Minister Mateusz Morawiecki.
Growing care benefits
If a individual with disabilities does not choose his own supporting benefit, then his the caregiver will be able to receive modified care benefits. It will be in the current amount with the anticipation to extrapolate (up to 50% of the minimum wage, i.e. up to approx. 20 1000 PLN per year).
It is worth noting that care provision for caregivers of people with disabilities is systematically increasing:
- PLN 420 in 2008
- PLN 1200 in 2015
- PLN 2458 in 2023.
Over PLN 40 billion for people with disabilities in 2023.
This year we want to allocate evidence resources to support people with disabilities and their families. 40 billion PLN is besides the amount for existing solutions, including:
- care benefits;
- care allowances;
- care allowances;
- Social pensions.
– It is thanks to effective fiscal policy, thanks to the repair of public finances – that we can allocate additional, powerful resources, which can besides be seen in the expanding budget expenditure for people with disabilities. This is another breakthrough in social policy, which is happening here," stressed Prime Minister Mateusz Morawiecki.
We guarantee that people with disabilities have the right to a dignified and independent life. In addition to financial support, we run programmes to support the independency and activity of this group. This includes, among others, the programme "Self-Employment – Activity – Mobility", workshops on occupational therapy and co-financing for salaries.
