– I and the Euro MP from Latvia, Robert Zīle, have received a mandate to conduct interinstitutional negotiations on this regulation.

Interinstitutional negotiations on the Military Mobility Regulation on the creation of the alleged military Schengen have been launched in the European Union. It aims to improve and reduce the movement of military troops and equipment between associate States. A first gathering was held last week in the framework of interinstitutional negotiations with 2 EP negotiators, Transport and Defence Commissioners and representatives of the Irish Presidency of the Council of the EU. The military mobility package was presented by the European Commission in November 2025, and the European Parliament and the Council expressed their position in June this year. The aim of the fresh regulation is to guarantee the smooth movement of troops, equipment and military resources throughout the European Union. Heads of State and Government have identified military mobility as 1 of the precedence areas of EU-level defence capacity action.
– The most crucial issue from the point of view of Poland and the east flank is that the permits to decision troops and equipment will be importantly accelerated. There will be 1 licence to transport across the EU. Permanent and ad hoc licences will be processed within six hours," explains the Euro MP.
Each associate State has separate procedures
Members of the European Parliament have acknowledged that in emergency or crisis situations average transport regulations or network capacity are insufficient to meet the crucial increase in the volume, frequency or velocity of military transport. They so supported the creation of a European government for enhanced military mobility (EMMERS) which would launch temporary measures to guarantee timely and uninterrupted military transport across the EU, while minimising civilian traffic disruption.
– Each associate State has separate procedures. What we have ensured in this regulation and in our proposal is, above all, full compliance with NATO standards and procedures. These are the same forms. This is besides the inclusion of countries that are not in the Union, but are in NATO, or candidate countries specified as Ukraine or Moldova, for example in the solidarity base. This will be the base of resources that the European Union will have for both infrastructure and means of transport", emphasises Michał Szczerba.
Europeans want to guarantee complementarity between the European Union and NATO
The fresh rules are to oblige the EC to make a pool of solidarity within six months of the entry into force of the fresh rules. Its task is to bridge gaps in military mobility capacity. It will collect and make available the transport and logistics possible of the EU and individual countries specified as vehicles, personnel, IT systems, medical units, ships or trains to facilitate military transport operations.
Europe-Lamentarians want to guarantee complementarity between the actions of the European Union and NATO to enable the fast and smooth movement of allied forces in times of peace, crisis or conflict, including in relations with close partners.
