New service in mCitizen. Facilitate the submission of signatures

Development **electronic paper handling in and outside public administration**. Last year we described in CyberDefence24 [EU concept of digital identity documents](https://cyberdefence24.pl/technology/EU-people-bruxel-wanting-introducing-digital-documents-identities); their integration with mCitizen [to be analysed in Poland](https://cyberdefence24.pl/technology/European-e-documents-resort-digital-analysed-possibilities-integration-with-citizen). The application itself [can be expanded thanks to PLN 190 million](https://cyberdefence24.pl/business-i-finance/over-190-million-zl-for-ministerial-digital-on-development-municipality) which was allocated to the Digital Projects Centre.
