A fresh military application to study incidents. Could it not have been done in mcicietel?

In consequence to acts of diversion on the Polish railway, the Polish Army plans to launch a test version of the application for reporting incidents and to make it available to a group of users for verification. However, there are doubts that this could not be done from the position of mCitizen.
