The civilian Protection Act is 1 of the priorities of the Ministry of Interior and Administration. The importance of fresh solutions should be best demonstrated by the fact that during the conference presenting the assumptions of the task the Deputy Prime Minister Jarosław Kaczyński* was present. The paper in the public space – at least officially – appeared a long time after this event, but it seemed that it would then go to the Sejm rather quickly. However, this did not happen, due to the fact that as it turned out, any of the ideas of the Ministry of abroad Affairs caused quite a few controversy, including inside the governing camp. It was said that erstwhile the paper was adopted by the Standing Committee of the Council of Ministers, its acceptance by the government was only a formality. About the fact that the Council of Ministers can deal with fresh regulations at the next meeting, Vice-President Maciej Wąsik besides said. Since then, however, the government has gathered twice, but the bill on civilian protection and the state of disaster has not been debated. Will an intra-political consensus be reached so that, after months of work, government can be passed in this term?
