On 17 June 2024 it will become a landmark date for drivers providing passenger transport services in Poland. fresh regulations enter into force, which require the possession of a Polish driving licence by all drivers working in the country. This is simply a decisive change that aims at unifying standards and improving safety in passenger transport. However, due to the abrupt implementation of the fresh regulations, immense queues are created before the communications offices, and not all drivers will be able to adapt to the fresh requirements before June 17.
The amendment initiative was taken by the Ministry of Digital Affairs in consequence to increasing concerns about the quality of services provided by application drivers specified as Uber, Bolt or FreeNow and to destruct the alleged "grey zone" in passenger transport. The amendment imposes the work to have a Polish driving licence for all drivers working in Poland who have so far utilized papers issued by another EU associate States or signatories to the Vienna Convention on Road Traffic.
It is estimated that fresh regulations can destruct up to 30% of drivers from the market, which represents about 50% of the journeys supported by applications. specified a simplification in available labour could consequence in an increase in service prices. Additionally, concerns about long queues and delays in communications offices become a reality where the process of issuing a driving licence can take up to a fewer months.
In order to minimise the negative effects of the fresh legislation, companies proposed a transitional period and the digitisation of administrative processes. The simplified formalities will have citizens of countries that are organization to the Vienna Convention, EU associate States, Swiss Confederation or EFTA, which may mitigate the effects on any drivers.
The fresh rules on driving licences are a step towards improved standards and safety in passenger transport, but require careful consideration in the context of their implementation to minimise the negative effects on drivers and users of transport services.
