Karol Nawrocki harshly criticized Prime Minister Donald Tusk and the Heads of peculiar Services, demanding them to apologize and appear at the Presidential Palace. In a Monday interview with Television, the Republic of Nawrocki accused the government – as he claims – of blocking contacts with the Military Counterintelligence Service and interior safety Agency, which was to prevent the signing of an officer nomination before the Holy Independence. The government side says otherwise. It points to the procedures in force and the request to agree with the Prime Minister. He besides points out that, contrary to allegations, the president receives written material with appropriate clauses.

President: The heads of service refused to meet me
Karol Nawrocki in an interview with tv Republika did not cover the outrage that occurred 2 weeks earlier. As he emphasized, for the first time in the past of the 3rd Republic – as he claims – the Heads of peculiar Services refused to meet the democratically elected President. "I invited all 4 heads of service: military and civilian. Invitations were sent a week in advance’ – he said.
According to his report, he did not receive information about the reason for the non-promotion of the officers until after time. "Only after a while was I informed that Prime Minister Donald Tusk had forbidden them to do so" – he added.
Nawrocki spared no critical words for the heads of service. "Let them consider in their hearts whether the advanced officer of the Polish state behaves so that he refuses to meet the President. I look forward to apologizing and showing up to the president's heads of service to discuss officer promotions as well” – he said decisively.
Prime Minister accuses Nawrock of war on government
The dispute began on 7 November, erstwhile Donald Tusk in a video released on social media powerfully criticized Karol Nawrocki's decision not to sign a nomination for 136 officers of the interior safety and Military Counterintelligence Service.

— Donald Tusk (@donaldtusk) November 7, 2025"Everybody was waiting. They, the heroes came, their families. The president thought he wouldn't sign those promotions. It is specified a continuation of his war with the Polish government. To be president, it is not adequate to win elections” said the Prime Minister. He stressed that young officers were patriots who wanted to service Poland and that the decision of the president struck the state safety system.
Siemoniak: This is the President's first defeat
Minister-coordinator of peculiar Services Tomasz Siemoniak in TVN24's "Step Over and" program referred sharply to the position of president.
“This is the President’s first defeat” – he said, insisting on signing the nomination list. "I appeal, please, Mr President, sign this list and then let's argue, let's say things to each other." He denied that any meetings with the president should be cancelled. “No 1 called them off due to the fact that no 1 called them off. It can't be that the president's office calls and calls the heads of service, sets them an hr in 2 weeks. They must have the Prime Minister's approval. It’s okay. ”
He added that the president is the Head of the Armed Forces of the Republic of Poland, but has no authority over peculiar services, which are subject to the Prime Minister of the Council of Ministers (ABW) and the Minister of National Defence in the Ministry's structure (SKW) respectively.. Siemoniak besides deposed information about cutting off the president from crucial materials.
"The lie is what all president officials say that the president is being cut off from any information. There is simply a practice of sending papers in writing with applicable clauses. That's all the president gets. Not much, on the day these meetings were to take place, the service received full material on these topics."
Constitutional competences under scrutiny
The issue of the constitutional competence of the president and the Prime Minister was at the heart of the dispute. Donald Tusk stressed that in Poland there are certain cooperation procedures, specified as the National safety Council and the Cabinet Council. "The president in Poland is not from calling on ministers or government officials who are subordinate to the government" The head of government argued.
Tusk assured that “no 1 is forbidden” but the heads of service can only meet with the president after the head of state has asked the Prime Minister to explain the intent of the meeting. In turn, Karol Nawrocki accused the Prime Minister of violating the principles of cooperation between the most crucial authorities of the state. "Mr Tusk must realize that he is not a king, but a head of government. This means working with the president elected by Poles, especially in matters of State security” said the President.
Security of the state hostage to the dispute?
Nawrocki accused the Prime Minister of "twitter policy" on safety issues. "I did not intend to be petty like the Prime Minister and I felt that this situation with refusing to meet me should not be part of the debate in the public opinion" – he said. He added that the head of government acted “irresponsibly” by publicising the matter. "I hope that the Prime Minister will get the consequences out of this, and this is the first and last time he goes to twitter policy around the issue of security, without leaving me the chance to talk publically too."
According to Nawrocki, at a time erstwhile the war was taking place beyond the east border of Poland, the Prime Minister decided that the head of state and the superior of the armed forces should be deprived of access to the most crucial information about security. "This is how the Prime Minister one more time utilized peculiar services in political combat" – he said.
The government organization shall answer that access to the information shall be provided in writing in accordance with the procedures.
Officer nomination tradition interrupted
In accordance with applicable regulations, the first officer's degree is given in Poland by the president at the request of the Minister of National Defence or the Minister of Home Affairs and Administration. This year, the dispute concerns the nomination for the first degree in the ABW and SKW close the National independency Day on 11 November. Traditionally, promotions are held on the occasion of the most crucial public holidays, including frequently on 11 November.
Tomasz Siemoniak stressed that there had never been a situation before in which the president would refuse to sign the nomination for the first officer's degree, even erstwhile relations between the government and the head of state were strained.
“There are things you just don’t play. Invoking an emergency crisis around bringing the Prime Minister-in-Chiefs of peculiar Services to individual talks with the president and blocking promotions to the first officer's rank absolutely does not service the state" – warned the minister.
