The NATO summit declaration is short but circumstantial this year. The commitment of allies to collective defence under Article 5 has been confirmed, Russia has been identified as a long-term threat and allies have committed to spending 5% of GDP on security, including 3.5% of GDP on defence. This will affect presenting plans to accomplish these goals year-on-year, as well as gathering updated guidelines on circumstantial capabilities (so-called Capability Targets). A broader review of the expenditure plans will be carried out in 2029.
