The mediate State is reluctant to beat itself in terms of emissions of pollutants and greenhouse gases. At the same time, however, it rapidly builds the world's largest green infrastructure and becomes a single leader in energy transition. This process is so dynamic that it sometimes causes unforeseen problems.
