Moscow announces the European Convention for the Prevention of Torture

The bill, adopted in mid-September, is inactive pending the approval by the Federation Council and the signature of president Vladimir Putin, but in practice the direction is already determined: Russia cuts off from 1 of the key mechanisms for controlling conditions in prisons and detentions in Europe.
