Moscow responded to the effects of the Ukraine-Europe-US summit in Washington on 18 August by interviewing its main diplomat for state television. Sergei Lavrov's elegant speech is easy to summarize: first Ukraine is to surrender and then you can talk about talks. Moscow will no longer make the same mistake as with Finland in 1945.
