MCitizen and European portfolio: a coherent imagination of integration needed

The current justification for the bill to amend the Trust Services Act and electronic identification, as well as the public statements of the administration, indicate divergent directions for the improvement of the system, which may lead to confusion. On the 1 hand, the announcements of the integration of the European digital identity portfolio into the mCitizen application appear in public transport. On the another hand, the justification for the task shows that it is the functions of mCitizen that can be gradually transferred to a separate application, which is to be a European portfolio.

– Therefore, we urge amending the provisions of the bill so that they do not lead to the creation of 2 separate, unrelated systems. The mcitizen application should be adapted technologically and be certified as a European digital identity portfolio. This solution will reduce costs on the part of entrepreneurs, increase user convenience and accelerate the implementation of EU regulations in the Polish economy – says Eliza Turkiewicz, expert of the Confederation of Leviathan.

Citizens have already gotten utilized to mCitizen applications as a basic tool for paper retention and identity confirmation. The introduction of a second solution or module so distinct that in a bill referred to as a separate “solution”, it may introduce confusion. The user should not wonder whether, in a given situation, e.g. at the office or erstwhile signing a document, he or she is to usage the mCitizen or the European identity portfolio. From its perspective, there should be 1 application in which the ‘European mode’ operates in the background and remains invisible to it.
