As modern armed conflicts and political-military events indicate, the objectives of the war are achieved in different ways than before, and thus the state, its public authorities (including administration), society, economy and individual citizens must besides be able to function in conditions different from the classical armed conflict. They are defined as activities below the war threshold, hybrid, actions that bring no little severe human, material and intangible losses, disorganizing a delicate state apparatus, its economy, administration and society as never before. In the context of specified a situation, the question arises of the contemporary nature and degree of the essential actions of the State, its public authorities, public administration, the national economy, social organisations and citizens under the statutory conditions of "external threat of the State, including those caused by terrorist activities or actions in cyberspace" and "armistic assault".
