Former German Chancellor Angela Merkel said that in June 2021 she had the impression that Russian leader Vladimir Putin "does not take the Minsk Agreement seriously". She added that Poland and the Baltic countries did not want a "new format" for talks between the EU and Russia, for which she advocated, as did Emmanuel Macron.
