The work to defend citizens is 1 of the primary tasks of the State. This follows straight from the Constitution, which in Article 5 defines the tasks of the State as follows:

“The Republic of Poland protects the independency and inviolability of its territory, ensures the freedom and rights of man and of the citizen and the safety of citizens, protects national heritage and protects the environment, in line with the rule of sustainable development.”
In Article 30 on human dignity, it states:
"Natural and inalienable human dignity is simply a origin of freedom and human rights and citizens. It is inviolable and its respect and protection is the work of public authorities."
