"Many major flaws" of the civilian protection bill

What about the bill on civilian protection and the state of the natural disaster the Legislative Council at the Prime Minister? Although he mostly welcomes him, he does not hide that he has "many crucial flaws" which are both formal and substantive. There is advancement in developing a "good idea" for civilian protection – we read – but we inactive request to work on the document. And this occupation won't be enough.
