After gathering behind closed doors, diplomats who wanted to stay anonymous informed about the decision of the Board of Governors, reported Reuters.
The resolution is intended to encourage Tehran to renew its mandate by which IAEA inspectors can supervise the Iranian atomic programme. Five months earlier, after the bombing in June by the US and Israel of Iran's atomic facilities, Iran suspended all cooperation with the IAEA.
According to the AFP, the motion for a resolution was submitted to the Council by France, the United Kingdom and Germany (the alleged E3 group), and it calls for information on uranium reserves and atomic facilities to be made available "in an immediate and complete way".
Iran's Short Response
Shortly after Reza Najafi's resolution was made public, Iran's Ambassador to the UN, IAEA and another global institutions based in Vienna, rejected the Agency's demands, recognising them as "politicised and non-constructive" and having a "negative impact" on Tehran's current cooperation with this organisation, the Iranian state media state.
In an interview with AFP Najafi said:
– This resolution will not add anything fresh to the current situation, it will not be useful, it will be counterproductive.
On 12 November, the IAEA announced in its study to the associate States that Iran does not let inspectors into atomic facilities, and so the verification of its enriched uranium stocks is very late.. According to the fresh September IAEA report, Iran has a supply of 440.9 kg of uranium enriched to 60 percent, which, after being enriched to 90 percent, would let the construction of 8-10 atomic bombs.

On Wednesday, “Financial Times” stated that Russia stands ready to cooperate with Iran on the transfer of atomic weapons knowledge; noted, however, that "the full scale of cooperation (between these countries) and the transfer of advanced dual-use technologies remains unknown".
After the June war with Israel, despite the suspension of cooperation with the IAEA Iran has authorised the Agency to inspect undamaged facilities with the agreement of manager General Rafael Grossi with Iranian Diplomacy Chief Abbas Aragchi, concluded in early September in Cairo. However, erstwhile the UN reinstated the sanctions against Tehran, Iran halted the implementation of these arrangements.
The Iranian side is obliged to cooperate with the IAEA under the 1968 atomic Non-Proliferation Agreement. Tehran denies seeking entry into possession of atomic weapons and ensures that Iran's atomic program is peaceful.
