Public media in Poland needs changes covering different areas. This draft amendment of the Media Act concerns, among others, the improvement of the National Broadcasting Council and the reorganisation of public broadcasting companies. The Ministry of Culture and National Heritage besides referred to the issue of funding. Although the proposal to liquidate the RTV subscription has been well-argued, the outstanding fees created so far may become a origin of dispute within the government.

What will replace the RTV subscription? The fresh Media Act will introduce changes in funding
In the opinion of the Ministry of Culture, the current subscription fee is an ineffective form of public media financing in Poland. For this reason, the draft amendment to the Media Act proposed that a subsidy of at least PLN 2.5 billion per year be guaranteed in the state budget instead. This amount is akin to the amount of funds transferred to public media in fresh years under subscription fees and State budget compensation. It is worth noting that, as of 2018, state compensation has already constituted the majority of funding. This only confirms that subscription fees are ineffective. The amount is to be valued annually by the inflation rate. This solution is intended to guarantee the stableness of financing and to reduce disputes erstwhile adopting the budget.

This draft amendment is at the phase of public consultation, but it is slow coming to an end. According to a message from the Ministry of Culture, comments can only be made until 23 January 2026. Detailed information on the draft revision of the Media Act can be found on the website of the Government Legislative Centre. In the current justification of the project, it was proposed that changes in public media backing should enter into force on 1 January 2027. By 31 December 2028, however, it would take a transitional period to collect late subscription fees. "Journal of Law Newspapers" notes, however, that the Ministry of State Acts has already expressed opposition to this. He says it's besides short a deadline. This may be the origin of further legislative complications.
Finally, it should be stressed that regardless of the results of the consultation, RTV subscription is inactive valid in 2025. According to the Regulation, the current rates are:
9.50 PLN per period for radio receiver;
PLN 30.50 per period for tv or tv and radio.
Fees must be made until the 25th day of each month.
