Board of Parents of Primary School No. ....

Ladies and gentlemen!
Since the fresh school year (from 1 September 2025), the Polish primary and secondary schools are to enter the fresh compulsory subject, ending with an average rating – wellness education. On 31.10 p.m. at 5 p.m., draft regulations containing the programme basis of the above-mentioned subjects were published on the MEN website. These proposals were submitted by the Ministry of Education to public consultation as shortly as possible: 21 days (not including Christmas days) and ends on 21 November this year.

It is crucial that, although the subject besides covers delicate issues specified as intimate matters, household relations or the mention to self-sex, parents have not been invited to the consultation, the ministry has not announced a public consultation.
As parents, we consider it our work to inform you (the Board of Parents), as well as the parents of all students of our school, that it is planned to implement as a compulsory subject in its records in a program basis representing a circumstantial worldview that does not request to be close to all parents. This justifies our parental rights enshrined in the Constitution of the Republic of Poland in Article 48(1) and Article 53(3), which talk about the right of parents to rise children in accordance with their own beliefs, including in the moral and spiritual spheres (the alleged rule of parental parenthood).
We believe that as parents we should be able to talk in the debate on the introduction of this subject. However, the draft Regulations were addressed only to public consultations involving MEN partners, unions
professional and religious. Consultations proceed until 21.11.2024.
We call on the Board of Parents to inform through an electronic diary all parents about the proposal to introduce from 1.09.2025 a fresh compulsory subject wellness education ending with an average assessment and encourage their opinion by sending it to MEN to:
@men.gov.pl, [email protected], [email protected]
The proposed changes include a number of valuable content, specified as physical activity, designation of emotions or – what is burning and essential – prevention of addictions, especially digital ones. However, they are present, according to the programming basis of general education, in the lessons of nature, biology, chemistry, physical education, education for the safety and upbringing of the family, as shown by an analysis prepared by the Education improvement Centre in 2019:
https://ore.edu.pl/2020/02/education-health-in-programme basis/
The sphere of the worldview, on which the right to decide the Constitution of the Republic of Poland guarantees parents and not a state apparatus, includes the following issues contained in the programming bases:
1. The approach to autosexual behaviour, which is not recognised by all as a medical standard (p. 14 of the Basic School Regulation). Not all parents can want for their 10-year-old children (this evidence applies to grades 4-6)
were introduced to this subject by a teacher. The intimate sphere is primarily a subject for talking to parents.
2. Similarly, not all parents can want that children already at the age of 10-12 should be informed about issues related to sexuality. At this age, not all children are curious in this subject, and there is no request to stimulate this, due to the fact that it will appear naturally. It is not justified to introduce these content already in grades 4-6 (p. 15). Similarly, it is simply a delicate issue to discuss sex stereotypes and their negative effects – it is simply a question of the worldview, as we will measure them, that no explanation can be accepted on this subject by non-parents (p. 16).
3. The location and discussion of the household in terms of different models, without mention to the desired pattern, can besides be contrary to the worldview of many parents (p. 13 – primary school).
4. The question of the approach to psychosexual heterosexual, homosexual, bisexual, asexual, to cispority and transgenderity issues is straight related to the worldview of parents, who are – according to the Constitution of Poland – the first educators of the child. The introduction of these issues as compulsory in primary school will unnecessarily antagonize the school community and will not service to focus on learning and building the school community (p. 27-28). For many parents, homosexual relationships or bisexual orientation, as well as transgenderity, are unacceptable – and they have a sacred right to think so and rise their children.
5. Pupils aged 13-14 are to learn about contraception in accordance with the proposed regulation and discuss the preparation for sexual initiation (p. 28). This is definitely harmful and unjustified, since the president of the squad himself, who prepared the basis for the wellness education program Prof. Zbigniew
In an interview with PAP, Izdebski stated that in Poland only about 13 percent of teenagers undergo sexual initiation before the age of 15! This definitely does not justify the introduction of the above subjects in the 7-8, since 87% of children, i.e.
The overwhelming majority does not begin to cohabit at this age, which, as Izdebski adds, is legally prohibited in Poland. However, the issue of contraception is closely related not only to the coexistence but besides to the belief of the worldview, for
A large part of society is considered unnecessary and harmful, killing conceived fresh beings whose lives – according to a group of parents and children whose rights should besides be respected – must be protected.
6. Similarly, in the context of fresh years, the issue of vaccination is delicate and controversial. Let us remember that it is the parents up to the age of 18 – according to Polish law they make medical decisions concerning their children. School is not the place to
This is not a medical facility. There is besides no reason to talk about this with the children of primary school who do not make medical decisions about their health. The introduction of the subject of the anti-vaccination movement to lessons will lead to unnecessary antagonisation of the school community (p. 20).
7. In advanced school, young people will discuss legal and social issues related to LGBTQ+ (p. 48 – secondary schools) or exchange ethical, legal, wellness and psychosocial conditions concerning
abortion (p. 46) and contraception again. All these topics contact upon delicate issues closely related to the worldview, which cannot be imposed in any form at school.
It is primarily the task of parents to talk to their kid about an intimate sphere, to which the approach usually derives from a well-defined worldview, so they may not want – and they have the right to have individual else educate their children in this subject, representing another – possibly contrary to their own – worldview.
We anticipate all members of the parents' board to receive this letter, which will besides be sent to the school board.
We urge that this letter besides be sent to all parents from our school through an electronic journal.
We encourage you to hold a gathering on this at school for all willing parents and I declare that you aid with the organisation and conduct specified a meeting.
