Although the revision of the tobacco government has been under way for months, the task with the number UD213 inactive raises fundamental legal doubts that may affect the integrity of the full state's fiscal system. The Government Legislative Centre (RCL) issued a firm letter to the Committee of the Standing Council of Ministers in mid-November 2025, which points not only at the deficiency of precision in key definitions, but besides at the hazard of creating a dangerous taxation gap. At the heart of the dispute is the effort to regulate the marketplace for disposable electronic cigarettes, which paradoxically can lead to the exemption of the grey area from excise duties.
