According to the old regulation – erstwhile individual does not know how to behave, he should behave decently. Simple and obvious, but as it turns out, not for everyone. Not everyone has a sense of decency and shame, as well as civilian courage to admit their mistakes and apologize for these mistakes. erstwhile it comes to the average bread eater, it can be passed on to the agenda, and it is worse for a public individual who represents our country internationally.
But to the point. Recently, the CBA has detained suspects in connection with the alleged visa scandal, which could have resulted in about 350 000 visas being issued in violation of the law for African and Asian nationals. According to press reports, this was due to the Ministry of abroad Affairs giving a list of the names of people to whom visas were issued to Poland, with curious people paying between $25 and $40,000 for receiving visas. Immigrants first went to Poland, and yet to another countries. In 2022 alone Poland issued the most visas of the "first stay" from the associate States of the European Union. The individual straight liable for visa policy was the Secretary of State at the MFA Piotr Wawrzyk, who was dismissed from office on 31 August 2023. The position was retained by his superior Zbigniew Rau, who, contrary to apparent facts, claims that there was no scandal. It is absurd that in this case 3 people have been temporarily arrested, including a close associate of Piotr Wawrzyk – Edgar K., and the investigation is conducted by the National Prosecutor's Office, Central Anti-corruption Office and Central Investigation Office.
No 1 claims that Minister Rau is personally liable for the irregularities and abuses that have arisen, and besides has a direct link with the visa scandal. The question of whether he knew and could have prevented this will surely be explained in the ongoing proceedings. However, in liberal democracy, whose hot admiral and advocate is Minister Rau, the concept of political work is known. In short, it is the work of those with the highest public functions for errors and violations of the laws of their subordinates, even if they have not formally broken the laws themselves. Among another things, there is simply a deficiency of appropriate supervision or inappropriate staff policies. For example, the Minister of Justice Zbigniew Ćwiąkalski, who resigned in 2009, was liable for the suicide of a convict convicted of the execution of Krzysztof Olewnik. I do not request to add that the species weight of both cases is incomparable, even due to the fact that the illegal issuance of visas and the material benefits of this have an global dimension.
Although Minister Zbigniew Rau should, according to all civilized standards, resign and definitely vanish from public life – not only did he not resign from his post, but he besides stands in the upcoming elections to the Sejm from the first place on the PiS list in the Łódź district. The Minister is presently conducting an intensive electoral campaign, during which he assures about his integrity, patriotism and actions for the sake of the Polish state. The electoral leaflet, for example, included this message on the activities of the Civic Platform: “Capitality, resignation from subjectivity and fulfilment of national goals have been raised to the rank of fundamental virtue. Let us remind Ewa Kopacz, who agreed to accept thousands of illegal migrants from Africa in Poland. Has this been accompanied by any reflection on the consequences of specified a decision?’ To say specified words after accepting thousands of migrants as a consequence of the visa scandal, you just gotta have the nerve. Minister Rau besides mentions the work of Vladimir Putin and Alexander Lukashenko for the influx of immigrants into Poland: “Since 2022 Poland and our east neighbours have been subjected to constant force from the bandit tandem Putin and Lukashenko. They have different forms of hybrid attacks with immigrants, but besides open aggression – as in Ukraine". You don't know whether to laughter or cry.
Apart from electoral rhetoric, in which Minister Zbigniew Rau cuts off from opposition from the Citizen Platform, he practically pursues a policy akin to his predecessors, whose primary determinant was the Euroatlantic option. The attacks on opposition by the minister are so more tactical than substantive. Unless it's just about the degree of narration against Russia. However, it should be remembered that Zbigniew Rau is not only a politician but besides a scientist. He is simply a respected academic prof. – a specialist in the past of political and legal doctrines and a pupil of his mentor Prof. Jan Kodrabski (actually Jan Szpilfogel) [1]. People at specified a advanced intellectual level are besides required to respect certain ethical principles, whether they act on technological or political grounds.
Apart from the already described visa scandal, which for the minister is no scandal – it is besides interesting how the MFA selects staff. An example of this is the appointment of prof. Maciej Chmieliński as the Polish Ambassador to Australia. Prof. Chmieliński was a co-worker of the head of the Ministry of abroad Affairs in the Department of Political Doctrines and Legal Doctrines of the University of Łódź, specializing in investigation on librilism, libertarianism and individualistic anarchism, as well as the problem of cosmopolitanism and cosmopolitan law. Without taking into account the erudition and technological work of Prof. Chmielinski, whom I know personally – the problem which he deals with has small to do with diplomacy in professional terms of this word. Doubtful whether prof. Chmieliński was appointed as Ambassador was decided by the associate of the Confederacy Krystian Kamiński at the gathering of the Committee on abroad Affairs on 8 March 2023: “How did you get to this candidacy? Mr. candidate has no diplomatic experience. According to a biographical note, there is virtually none, not to mention interest in Australia. The main investigation projects we have written out include "German political-legal thought of individualist anarchism and liberalism", "Philosophie of the Law of Immanuel Kant" or "Models of Law in Modern explanation of Social Contract versus models of Law in Communist Concepts". They do not point to individual who claims to be Polish ambassador. The closest issue of abroad policy seems to be by being from the same university and writing respective common books with the current abroad Minister, Mr Rau. It is hard to explain the logic behind this” [2].
There is besides morality in our civilisation, regardless of law. Not all human behaviour and situations can be covered by law. The action can be legal, but ethically reprehensible. Zbigniew Rau, however, does not care about this and is well-being – he invariably emphasizes that "his program is Poland" and asks for votes of Łódźans in the upcoming elections...
