Who is liable for the bail system? Tusk or Morawiecki

PiS MPs criticize the Tusk government for the bailout system, which was announced by Prime Minister Morawiecki in 2019. In 2023 they voted in favour of the bill introducing this system, but now they criticise it. In turn, the current climate minister convinces that the amendment introduced insignificant changes – and its ministry informs many. Who's right?
