Who is liable for the deaths of children in Ukraine and Gaza?

Attacks on civilians in Ukraine and Gaza have sparked reminiscences of massive Allied attacks on German cities in any environments during planet War II. In each of these cases, children are innocent, their death is equally frightening. But blamed by adults, including sometimes their own parents.
