KSeF entitlement model for local government units – is it available to another public entities?

In addition to the standard entitlements to usage KSeF, a model has been introduced only for local governments. another units of the public finance sector cannot usage it. On the another hand, they can (apart from the standard one) choose a model based on the alleged interior identifier.
