According to the Communication of the Center for Public Relations, the key reason for the investigation is the establishment in November – during the gathering in Poland – 2022, by the Ponomariov political movement “Popular Deputies Congress”. ** This structure, as the FSB claims, was created to "force power and constitutional change in the Russian Federation**". The FSB maintains that Ponomariov has established cooperation with 1 of the Ukrainian paramilitary groups – officially listed by the Russian authorities on the list of terrorist organizations. At the same time, it was informed that the “Congress of People's Deputies” is being presented abroad as a “new government of Russia in exile”, and Ponomariov is to search support and designation by countries supporting Ukraine militarily.
