Deputy Prime Minister, Minister of Digitization Krzysztof Gawkowski and Minister of Infrastructure Dariusz Klimczak presented key assumptions for the amendment of the Traffic Law.
The package of changes already adopted by the Sejm aims to digitise and simplify the registration process of vehicles. The most crucial changes are full online registration and a strategy that will halt fraud erstwhile importing cars from the EU.
The fresh rules are primarily intended to make life easier for vehicle owners and reduce bureaucracy in offices.
Registration of the vehicle by mCitizen
The biggest novelty is the anticipation of submitting a full electronic vehicle registration application. The application can be submitted online through a service made available by the Minister of Digitization, as well as straight by the application mCicietel. Of course, the option of visiting the office will stay available.
Weapons for frauds – AVI system
The introduction of AVI (Current Vehicle Information) will be a key safety change. It is simply a tool that will connect the Polish CEPiK strategy to the European EUCARIS system, linking the databases of EU associate States.
In practice, this means that the authoritative in Poland will be able to automatically download and verify data of the vehicle imported from Germany or France. This is intended to reduce the registration of vehicles of unclear origin or inconsistency in documents.
No more holding plates to the office.
The amendment besides endures 1 of the more annoying duties. If the owner of the vehicle decides to hold the existing registration number, he will no longer gotta bring the plates to the office for legalisation. All he has to do is make a message that the plates are readable and intact.
Other facilities for drivers and entrepreneurs
Exemption from registration: the provisions specify that if the owner sells the vehicle before the deadline for its registration (standardly 30 days or 90 for traders), he no longer has to apply for registration.
Towing hook: it will be possible to get confirmation in the registration certificate that the car is suitable for towing the trailer, without further testing, if this information is in the approval documents.
When will change take effect?
Most regulations will enter into force six months after the bill is announced. However, we will wait longer for these most crucial changes. The provisions concerning the AVI service and the full electronic application for registration will apply from 18 January 2027, due to the request to adapt information systems.
