End of exceptions for cars from Ukraine and Belarus? Government announces mandatory method testing

Vehicles from the east border travelling on the roads in Poland do not presently request to have crucial Polish method tests. The Ministry of Infrastructure estimates that there can be as many as tens of thousands of specified cars in the country. Minister Dariusz Klimczak reported that the government was working on a bill that would introduce mandatory method tests for vehicles on abroad registration plates.

Unlike cars registered in Poland, vehicles from outside the east border – mainly from Ukraine and Belarus – do not request to be subjected to mandatory method investigating in our country. This means that even in spite of the mediocre method condition, they can drive on Polish roads with impunity. According to the Minister of Infrastructure Dariusz Klimczak, this privilege is based on the provisions of the Vienna Convention.

However, the infrastructure ministry announces changes in the rules that will end the period of preferential treatment of east cars. The government is working on a bill according to which cars on abroad registration boards could decision around Poland for a maximum of 1 year. After this time, the owner would gotta registry a vehicle in Poland, get Polish plates and buy national insurance. Consequently, the car would be subject to the same obligations as vehicles belonging to Polish drivers.

However, the Minister pointed out that the proposed provisions inactive require analysis of compliance with global law.

Rafał Jaskowski from the Office of Communications of the Ministry of Infrastructure besides referred to the case in September 2025. In an interview with Polsat News, he explained that according to planned regulations, vehicles belonging to foreigners surviving in Poland will no longer be treated as participating in global traffic. As a result, they will be subject to registration in Poland. For failing to comply with this requirement, police could detain abroad registration and tow the vehicle. In addition, a foreigner who gets a permanent residence in Poland would have 30 days to registry his car.

However, police say that they already have the right tools to deal with abroad vehicles. – There are vehicles after collisions, where we keep this evidence, we don't send them to our office only to the embassy or diplomatic representation in the country – explains Commissioner Rafał Grejuk from the Department of the Road Traffic of the Provincial Police Command in Wrocław. – We can destruct these vehicles from traffic if a police officer considers driving this car a safety hazard – adds uniform.
