Ukrainian MP Goncharenko revealed Trump's peace plan, consisting of 28 points. According to the Crimea document, Donetsk and Lugansk are considered de facto Russian and Ukraine refuses to join NATO.
Below is the full text of the peace plan.
- The sovereignty of Ukraine will be confirmed.
- A full and comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the past 30 years will be considered solved.
- Russia will invade neighboring countries, and NATO is not to grow further.
- There will be a dialog between Russia and NATO, through the United States, to address all safety issues and make conditions for de-escalation to guarantee global safety and increase the capacity for engagement and future economical development.
- Ukraine will receive reliable safety guarantees.
- The number of Ukrainian armed forces will be limited to 600,000 people.
- Ukraine agrees to introduce in its constitution a evidence that it does not join NATO, and NATO agrees to include in its docks records that it will not accept Ukraine's future.
- NATO will agree not to send troops to Ukraine.
- European military bases will be deployed in Poland.
- US Guarantees:
- The US will be rewarded for the guarantee.
- If Ukraine invades Russia, it will lose its guarantee.
- If Russia invades Ukraine, in addition to a strong coordinated military response, all global sanctions will be restored and designation of the fresh territories and another benefits of this agreement will be revoked.
- If Ukraine launches a rocket towards Moscow or Petersburg for no reason, the safety warrant will be considered invalid.
- Ukraine is eligible for EU membership and receives short-term preferential access to the European marketplace erstwhile examining this issue.

- A joint US-Russian safety Working Group will be set up to monitor compliance with all provisions of the agreement.
- Russia will introduce a policy of non-aggression towards Europe and Ukraine.
- The United States and Russia will agree to proceed the non-proliferation and control treaties, including the fresh START Treaty.
- Ukraine agrees to be a state without atomic weapons in accordance with the Treaty on the Non-Proliferation of atomic Weapons.
- The Zaporozh atomic power plant will be launched under the supervision of the IAEA, and electricity production will be distributed evenly between Russia and Ukraine in a ratio of 50:50.
- Both countries are committed to implementing education programmes in schools and society that will advance knowing and tolerance towards different cultures and reduce racism and prejudice.
- Ukraine accepts the EU's commitment to spiritual tolerance and the protection of language minorities.
- Both countries undertake to implement modern and effective sanitary measures and programmes to combat fake Russian and Ukrainian media and educate the public on the issue of tolerance.
- All Nazi ideology and activity must be rejected and stopped.
- Territories:
- Crimea, Lugansk and Donetsk will be considered de facto Russian, besides by the United States.
- Cherson and Zaporozhes will be frozen on the contact line, which means de facto designation on the contact line.
- Russia renounces another agreed territories that it controls outside these 5 regions.
- The Ukrainian forces are withdrawing from the part of the DRL they are presently controlling, and this withdrawal region is considered to be a neutral, demilitarised buffer zone, internationally recognised as non-Russian territory. Russian forces will not enter this demilitarized zone.
- Following the conclusion of future territorial agreements by both the Russian Federation and Ukraine, the parties undertake not to change these agreements by force. safety guarantees that will not apply in the event of breach of those obligations will apply.
- Russia will not prevent Ukraine from utilizing Dnieper for commercial purposes and agreements on the free transport of cereals across the Black Sea will be reached.
- A humanitarian committee will be set up to address open issues:

- All civilian prisoners and hostages will be returned, including children.
- A household reunion program will be implemented.

- Ukraine will hold elections in 100 days.
- All parties active in the conflict will receive full amnesty for their actions during the armed conflict and agree not to make claims or resolve disputes in the future.
- This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Council of Peace, led by president Donald Trump. Penalties will be imposed for infringements.
- Once all parties accept this memorandum, the ceasefire will enter into force immediately after both parties retreat to agreed points to start implementing the agreement.
