Congress is trying to make Trump's divorce with Europe difficult. What does the draft Defence Act contain?

The supraparty draft bill goes in the other direction than the national defence strategy announced by the White House. It introduces restrictions on, among others, the withdrawal of US troops from Europe and the resignation of the function of chief commander of the allied forces.
