As a consequence of the publication in the media on the control of the “Function of the Justice Fund”, we explain what principles the home is guided by in the communication process of the results of its activities and what are the elements of the control procedure.
In the case of checks involving respective entities, the NIK shall make both Common for individual controlled units and collective information on the results of the checks – a comprehensive paper covering the conclusions of all follow-up speeches and recommendations drawn up on the basis of the collected materials and consultations with experts in the area.
This means that the information after the audit of the NIK in the Justice Fund, which covers both the beneficiaries of the programme and the authorising officer of the funds, will be published by the home erstwhile all the procedures required by law have been completed. This will be comprehensive, final and authoritative information – showing the full image of the Fund, along with recommendations on effective management of funds in the future. In the interests of citizens, there is simply a transparent and impartial functioning NIK – based on facts and law.
What are the facts?
- At the end of August 2025. a follow-up message on the authorising officer of the measures (Minister of Justice) was final, followed by the drawing up of a summary paper showing the determination of the full control, the information mentioned above on the results of the checks.
- In view of the number of irregularities detected and the exceptional amount of information (the final version will cover more than 200 pages), work on the essential part of the draft paper has been completed in December 2025.
- Since the intention of NIK was, in addition to describing irregularities, to draw up systemic proposals for the current authorising officer to rectify the functioning of the Fund, 15 January this year, on the initiative of the president of NIK, a panel of experts was organised, during which the conclusions of the audit were discussed. The panel was attended by representatives of the Minister of Justice, the president of the Council for the Fund for Harmful Assistance and Postpenitentiary Assistance – the Justice Fund, representatives of central authorities and local government, as well as NGOs carrying out tasks related to the 3 statutory objectives of the Fund.
- Information on the results of checks, supplemented by recommendations taking into account the course of the panel, will be sent to the Minister of Justice early next week. Within 2 weeks, the Minister has the right to mention to the content of this document.
- Upon completion of this procedure, the audit results will be made public by the NIK. This means that In mid-March, NIK will print information on this issue.
The intent of the activities of the home is not to indicate irregularities, but above all drafting proposals which will then translate into a real improvement in the functioning of the controlled entities and areas for which they are responsible.
