I love this level of discussion:
I compose that the doctor does not know military technology, and is incapable to measure what better to buy- or hismars or patriots.
That's what my polemists say that Rydz Smigły was military and lost the war.
Obviously, I gotta compose easier.
For 1 who learns an object for 40 years has a better chance of knowing more than 1 who learns for 4 months. It does not necessarily gotta get the competence to, for example, be a minister, but with almost 100% certainty it can be assumed that after 4 months of learning there is no competence.
The minister should so be selected from respective twelve candidates who have studied for 40 years.
Is it truly that complicated?
