The fight against the “cover”

President Karol Nawrocki stressed that he supported cryptocurrency regulation and consumer protection, but he felt that this should be done effectively. He critically assessed the government's actions, accusing it of focusing on the fight against the alleged " crypto-cieve" alternatively of actually solving crypto-active problems. According to him, this shows unclear intentions of the authorities, who are more curious in making the issue public than in solving it in fact. At the same time, he ensured that the bill could be signed after the amendments had been made.

The veto bill differed from earlier versions, among others, with the amendment proposed by the President's law firm. It assumed that the Financial Supervision Commission, in cooperation with the Minister of Finance, would prepare and print a study in the Public Information Bulletin on the functioning of the crypto-active market.

This was the 3rd veto of the president towards a bill regulating the crypto-activism market. 2 erstwhile projects were rejected due to the fact that Nawrocki felt that excessive regulations would lead to the relocation of Polish companies abroad. The bill vetoed this time differed from the erstwhile draft only with 1 rule.

Prime Minister Donald Tusk commented on the situation, writing on platform X:

It sounds incredible, but the president vetoed the cryptocurrency bill again. He seems more active in it than everyone thought.

Provisions of non-EU physicians

President Karol Nawrocki besides vetoed the bill on HIV treatment and the rules for doctors from outside the European Union. He explained that he was not opposed to solutions designed to improve access to HIV therapy, so he directed his own task containing these provisions to the Sejm.

However, the reason for the decision to veto was the regulation extending the extraordinary rules on language requirements for non-EU physicians. The president estimated that government on the fight against severe diseases added provisions that raised serious concerns about patient safety. He besides stressed that each patient should be able to communicate freely and effectively with a doctor, as this straight affects wellness safety and quality of treatment.

If a doctor fails to realize what is incorrect with the patient, or if, for language reasons, the patient fails to realize what the doctor recommends, there may be a tragedy. Therefore, I did not agree to extend for another year the exceptional arrangements for language requirements for doctors outside the European Union without having a sound debate and without taking into account the objections of the medical community – the president argued.

Nawrocki argued that patients utilizing public wellness services should be provided not only with adequate medical assistance, but besides with the anticipation of freely communicating with a doctor. He stressed that people who finance the wellness care strategy from their own taxes have the right to anticipate a understandable contact with the medical profession during treatment.

Tax liabilities

The 3rd law vetoed by Karol Nawrocki afraid the limitation of taxation obligations. The president felt that the state should not let law-abiding citizens to learn about mechanisms to circumvent the rules. As he argued:

On the 1 hand, the Act contained a good solution, namely the abolition of a mechanics allowing officials to suspend the limitation of a taxation work by starting proceedings before the end of 5 years. Unfortunately, at the same time it introduces an instrument that gives services the power at any time, without limitation, to prosecute taxation claims for many years back. The taxpayers would consequently lose the limitation of the claim, and officials would no longer gotta adhere to its five-year period, if they could claim at any time, only in another mode.
