Q cluster on quantum politics: there was no dialog with Polish scientists

Since the end of August, assumptions to national quantum technology improvement policies have been publically available. As [described](https://cyberdefence24.pl/cybersecurity/Polish-builds-strategies-for-quant technologies) on our pages, it focused on 5 pillars: from the improvement of its own competences and infrastructure, to post-quant security, to public-private investment.
