In October 2024, the Constitution of the Korean People's Democratic Republic (KRLD) introduced a provision recognising South Korea as "an enemy state", making it clear that divisions on relaxation in inter-Korean relations can only be theoretical. All the erstwhile stages of rapprochement on the Seoul-Pyongyang line, dating back to the early 1970s, had 1 strategical goal, which was to unite the Korean Peninsula. Pyongyang, however, seems to be deepening the state of hostility, as in mid-September 2025.
