Kazakh president Kasym-Żomart Tokayev, standing next to Vladimir Putin, publically called on the Kremlin to frost the front lines and return to peace talks. The Russian leader of the appeal rejected, and his spokesperson announced the fight until the Moscow objectives were achieved. According to the Institute for War Studies (ISW), the full gathering served as one: preparing his own society for a long and devastating war.
Ally Appeal in Omsk
An different scene occurred during the Russia-Kazakhstan Interregional Cooperation Forum, which was held in Omsk on 25 July. Kazakh president Kasym-Żomart Tokayev, speaking in the presence of Vladimir Putin, openly appealed to halt fighting. Kremlin Rejects Truce
The Russian leader did not respond to the appeal in the open part of the meeting, and reports say that for a crucial part of the guest's appearance he avoided his sight. Moscow's position was only presented by Kremlin spokesperson Dmitri Pieskov. According to him, Putin explained in item to Tokayev the Russian operation and repeated hard demands: Ukraine would retreat from 4 circuits and abandon its efforts to join NATO. Analysts considered that Putin most likely utilized the gathering with Tokayev to justify refusing to suspend his arms and deciding to proceed his war. He recalled that Kiev had already declared its willingness to halt activities along the current front line and transition to diplomacy. Thus the Ukrainian authorities are trying to show that it is Moscow, not them, blocking the way for a truce.
An uncomfortable voice from Moscow camp
Tokayev's speech has a burden that cannot be ignored. Kazakhstan remains a formal ally of Russia and belongs to Moscow-led structures, the Organization of the Collective safety Agreement and the Eurasian economical Union. The public appeal to end the war, made in the presence of Putin himself, is so a uncommon breach in the facade of unity, which the Kremlin seeks to keep among its close partners. For observers, it is simply a signal that even in the immediate vicinity of Russia, there is increasing fatigue of conflict, which has been going on for the 4th year.
