Washington doesn't understand.

The fresh Concept of abroad Policy of 2023 clearly states that "Russian Federation is curious in maintaining a strategical parity, peaceful coexistence with the United States and establishing a balance between the interests of Russia and the United States, taking into account their position as major atomic powers, their peculiar work for strategical stableness and the overall state of global security".
