The President's decision to veto the amendment of the law on assistance to Ukrainian citizens caused a storm in the national public debate. The draft bill by the Coalition on 15 October aimed to extend and clarify many social and legal solutions for Ukrainian refugees. However, the president considered that its form requires major changes, and the current expression is besides burdensome for the Polish budget and society.
Karol Nawrocki's veto dealt in peculiar with issues of social benefits, specified as 800 plus, which, according to his proposal, would benefit only those working and paying contributions in Poland. In her statement, the head of state stressed the request to adapt the aid to the changing realities and to end the era of unconditional generosity. At the same time, Nawrocki announced the submission of his own more restrictive bill to visitors from the East.
Among the proposed changes were the extension of the period of applying for citizenship, the tightening of penalties for illegal crossing the border, as well as provisions enabling the pursuit of "bander ideology". Veto met with criticism from opposition, as well as many NGOs and experts who inform against the deterioration of the situation of refugees and negative effects on Polish entrepreneurs.

One thing is certain: president Nawrocki's decision already opens a fresh chapter in Poland's policy towards refugees and puts the direction of future relations with Ukraine in question. After all, in the seismic spheres we talk about a deep division in the approach to migration besides in the governing coalition.
