Karol Nawrocki blocked the appointments of 46 judges. Could the president have done this?

The president has the right to refuse to appoint judges, but he can do so in exceptional situations, and his powers in this respect are not royal, experts point out. In their view, Karol Nawrocki should justify his decision to block the appointment of 46 judges.
