It should be noted that if the accession of the Republic of Poland to any global organisation requires the ratification of an global agreement, it is necessary, depending on the ratification procedure, to cooperate with the government and the President, as well as, in any cases, the consent expressed in the Act (sometimes by a qualified majority).

The expert then pointed out that there were inactive alleged government and hotel agreements.
